Dozens of Dogs Abandoned in Freezing Rain Across New Jersey—Now Public Demands Justice
In a deeply disturbing case out of Sussex County, New Jersey, authorities arrested three individuals accused of abandoning dozens of dogs across multiple townships—leaving them trapped in crates, exposed to freezing rain, and without food or water.
Reports began pouring in on March 16, when residents in Stillwater Township, Lafayette Township, and Wantage Township alerted authorities to dogs left behind in horrific conditions. What responding officers found was heartbreaking: small dogs confined in open crates, soaked by cold rain and unable to escape.
By the time rescuers reached them, 32 dogs were recovered alive—but two had already died.
A Coordinated Abandonment Across Multiple Towns
Investigators say the dogs were not abandoned in one place, but scattered across several locations—raising concerns that this was a deliberate attempt to avoid detection. Authorities later identified and arrested three suspects: Joshua Ciemniecki, 19, Robert Ciemniecki, 74, and Kaila McNeill, 30, all from Phillipsburg, New Jersey.
They now face multiple animal cruelty charges. However, under current New Jersey law, each conviction carries a maximum penalty of just six months in jail.
For many advocates, that’s not enough.
Dogs Left to Suffer in the Cold
The conditions the dogs endured were not just negligent—they were life-threatening. Confined in crates with no protection from the elements, they were left exposed to freezing rain without access to food or water.
Rescuers described animals too weak to stand, suffering from exposure and severe neglect. While dozens survived and are now receiving care from animal control agencies and veterinary teams, the emotional and physical toll is undeniable.
Some dogs are still unaccounted for, and the search continues.
