24 Dogs Allegedly Left Living in a Filthy Vehicle for Weeks—Petition Demands Lifetime Animal Ban
In a disturbing animal cruelty case out of Kissimmee, Florida, authorities say 24 dogs and puppies were found living inside a filthy vehicle after allegedly being confined there for weeks in dangerous conditions.
According to police reports, the dogs were discovered in cramped crates without adequate food or water, surrounded by feces, urine, insects, and overwhelming odors. Officers described conditions so shocking that even experienced responders were deeply affected by what they encountered.

A Vehicle Filled With Dogs—and Suffering

The investigation began after authorities received a report about animals living inside a parked vehicle.
When officers arrived, they reportedly found a gray sedan containing 24 dogs, including multiple Chihuahua puppies. According to arrest affidavits, several of the dogs were confined in small crates while others were packed throughout the vehicle.
Authorities noted that many of the animals appeared thin and were missing patches of hair. The vehicle itself was reportedly covered in dog feces and urine, with insects crawling throughout the interior.
Police allege the vehicle had been parked for several weeks, with the animals only being checked on periodically during the day.
Osceola County Animal Services partnered with the Kissimmee Police Department to remove the dogs and provide immediate care.

Two Women Arrested
Police arrested two women in connection with the case: Dana Michelle Hutchison and Dawn Kathleen Biggs, both 42.

According to authorities, both women face charges related to animal cruelty and animal neglect involving unsafe transport conditions. Hutchison also faces an additional charge of resisting an officer without violence.
Officials stated that both women were already known to local authorities and animal services.
Kissimmee Police Lieutenant Erika Castellucci said the condition of the animals made immediate intervention necessary.
“The officers were pretty affected by what they saw, what they smelled, what they were interacting with,” Castellucci said.
“Just not something any animal should have to live through.”
More Than Neglect
Animal advocates argue this case goes beyond simple neglect.
Authorities allege these animals were forced to spend weeks inside a crowded vehicle during Florida’s heat while lacking proper space, sanitation, nutrition, and care.
While the criminal case is still moving through the legal system, many advocates believe meaningful intervention is needed to prevent future suffering.
That includes not only criminal penalties, but measures designed to ensure individuals convicted of serious cruelty cannot obtain additional animals in the future.
