Starved, Filthy, and Near Death: Tennessee Dog Cruelty Case Sparks Petition for Lifetime Animal Ban
In Unicoi County, Tennessee, authorities uncovered a deeply disturbing case of animal neglect that has left advocates calling for stronger consequences and protections.
Deputies responding to a tip of animal abuse arrived at a rural property and found numerous dogs confined to chain-link enclosures covered in deep mud and feces. The animals’ fur was matted with filth, some losing patches of hair, and there was no adequate shelter or visible source of water. Their skeletal frames were clearly visible, and officials reported blood in their feces—an alarming sign of severe internal distress and prolonged starvation.
Animal control officers described the dogs as “severely emaciated” and at serious risk of death.
Sign the petition to demand a lifetime ban on animal ownership and ensure these dogs get justice.
A Scene of Prolonged Neglect

According to the Unicoi County Sheriff’s Office, the dogs were being kept in three enclosures partially covered by tarps but still exposed to harsh, unsanitary conditions.
Authorities identified the individuals responsible as Anthony and Brandy Dunbar, who reportedly kept the dogs at the property because they were not allowed to house that many animals at their residence. The couple told deputies they visited daily to provide food and water, but the condition of the dogs told a very different story.
This was not a one-time oversight. It was ongoing neglect that allowed animals to deteriorate physically over time.
Sign the petition to hold those responsible accountable and prevent this from happening again.
Arrests Made — But Is It Enough?
Both individuals were arrested and charged with aggravated animal cruelty. They were transported to the Unicoi County Jail and later released, with a court appearance scheduled.
While charges have been filed, animal advocates warn that without stronger action—such as a permanent ban on owning animals—cases like this can repeat.
Animal cruelty is widely recognized as a serious warning sign. When abuse reaches this level, experts argue that intervention must go beyond basic charges to prevent future harm.
These Dogs Deserved Better
The most heartbreaking part of this case is how long the dogs suffered.
Confined, starving, and living in filth, they endured conditions no animal should ever experience. They depended entirely on humans for care—and were failed.
This was not just neglect. It was prolonged suffering.
