In what authorities are calling one of the worst hoarding and cruelty cases they’ve seen, a Jacksonville, Arkansas man has been arrested after over 30 animals were rescued from an appalling scene of neglect and abuse. Deputies responding to the home found a decomposing animal body on the porch, starved and injured pets inside, and an infestation of cockroaches and rats—all unfolding while the man allegedly left the animals in his care to suffer without food, water, or medical attention.

A Scene of Horror

On June 28, the Pulaski County Sheriff’s Office responded to a tip from Jak’s Second Chance Rescue Ranch, which had received reports of neglect at a property on Rose Lane. What deputies found was deeply disturbing. Even before reaching the front door, the overwhelming stench of decay filled the air. On the porch lay a decomposing animal believed to be a cat, surrounded by piles of trash swarming with insects.

Inside the house, the situation was even worse. Underweight dogs with visible injuries and skin conditions roamed freely. Dozens of cockroaches crawled across walls and floors. The air reeked of feces, urine, and rot. And tragically, the bodies of at least seven animals—four dogs and three cats—were discovered inside.

A deputy with 15 years of experience described it as “the worst case of animal neglect and hoarding” they had ever seen.

“They Were Left to Rot”

The man arrested, Traymon Carr, was reportedly tasked with caring for the animals while the primary resident of the home was hospitalized following a stroke. Instead, Carr allegedly abandoned them, allowing dozens to suffer in total isolation. He now faces 3 counts of Cruelty to Animals and 38 counts of Aggravated Animal Cruelty.

“This wasn’t just neglect—it was abandonment and abuse,” said Jenny Bridges, director of Jak’s Second Chance Rescue Ranch. “These animals were starving, sick, and terrified. They were left to rot in cages, in filth, in fear.”

The rescue managed to save over 30 animals, including cats, dogs, pigs, and even a rooster. Still, some survivors are in critical condition and may face long recoveries.

Not an Isolated Incident

This wasn’t the first red flag. According to reports, Pulaski County authorities had been called to the same home multiple times over the past 15 years for suspected animal cruelty. Just last August, a witness reported similar conditions—animals living in their own waste, with no access to proper food or shelter. That same witness reached out again this month after seeing things deteriorate once more.

“This case highlights everything that’s broken about how we respond to animal neglect,” Bridges added. “The fact that complaints were filed years ago and these animals were still allowed to suffer is heartbreaking.”

Animal advocates are now calling not only for justice in this case, but for sweeping reforms in how Arkansas handles cruelty reports, ensuring that complaints lead to real action before it’s too late.

Mandatory Mental Health Intervention

In addition to demanding a lifetime ban on animal ownership, advocates are also calling for court-ordered mental health counseling for Carr. Extreme hoarding and abuse often stem from untreated psychological conditions—and without intervention, the cycle of cruelty may repeat.

“This isn’t just about punishment—it’s about prevention,” said Bridges. “People who hoard or abuse animals need help. If we don’t address the root of the behavior, we risk more animals suffering in silence.”

A Call for Justice

The public outcry has been swift, with thousands already signing a petition calling for maximum penalties and long-term protection for animals.

“This man cannot be allowed to harm animals again,” one signer wrote. “This was torture, plain and simple.”
